One World Action’s Luanda Urban Poverty Programme in Angola was given the UN Habitat Best Practice Award in November 2010.This is recognition for a path-breaking initiative which has been transforming women and men’s lives in the marginalised communities of the musseques, slums, of Angola’s capital.The challenges and achievements are brought together in Citizenship and Services for the Urban Poor
The Luanda Urban Poverty Programme has become a rare example in Africa of working with marginalised urban communities to give them voice and influence with Local Authorities and service providers. LUPP has achieved considerable successes in the areas of water and sanitation, early childhood development, micro-finance and participatory governance. It has brought women and men to the heart of local consultation and planning about services which are theirs by right for the first time.
Lucy Earle shares the remarkable achievements of the Luanda Urban Poverty Programme.We have also brought the programme to life through the images of the internationally acclaimed photographer Tim Hetherington.
The LUPP has been supported by DFID from 1999 to March 2011 and One World Action has worked in partnership with local, emerging community organisations and networks, together with our long term partner in Angola Development Workshop as well as Care Angola and Save the Children in Angola.

Dalit Rights are Human Rights
One World Action, in cooperation with the Bangladesh Dalit and Excluded Rights Movement (BDRM), Nagorik Uddyog Citizens' Initiative and the International Dalit Solidarity Network (IDSN), documents the continuing struggle for Dalit rights in Bangladesh in this new publication Dalit Rights are Human Rights: The Dalit struggle for dignity in Bangladesh. What does it mean to be untouchable in India? Artists Durgabai Vyam and Subhash Vyam illustrate experiences of untouchability in Bhimayana, a graphic biography of one of India's most important leaders, Bhimrao Ambedkar (1891-1956). Discriminated against throughout his life as a Dalit, Ambedkar went on to draft India's Constitution and become a fierce critic of the caste system.
Arundhati Roy, activist and author of The God of Small Things, calls Bhimayana a "beautiful re-telling" of Ambedkar's story.

Gender and Development Cooperation in new EU member states
This latest Action Brief explores development cooperation in five New EU Member States (NMS): Bulgaria, Czech Republic, Poland, Romania and Slovakia. In joining the EU, all New Member States agreed to achieve overseas development assistance (ODA) targets of 0.17 per cent GNI by 2010 and 0.33 per cent by 2015,[1] and improve the quality (or impact) of their aid. They also became legally and politically bound by commitments to provide aid rooted in International Human Rights Treaties and the Millennium Development Goals (MDGs), including commitments to promoting gender equality.

[1] Member states that joined the EU after 2002 have lower aid targets than older member states.Older member states have undertaken to achieve a 0.7% ODA/GNI target by 2015, a figure significantly higher than the 0.33% required of NMS.

Women Seeking Refuge
Over the past five decades, the Great Lakes region, which includes Burundi, Rwanda, the Democratic Republic of Congo (DRC) and Uganda, has been swept by brutal conflicts which have caused the death of millions and forced many more to leave their countries in order to survive. In this troubled region, The United Republic of Tanzania remained relatively peaceful and stable.
For more than thirty years Tanzania has been hosting hundreds of thousands of refugees who fled from the most brutal atrocities. In 2000, refugee camps in the north-western part of the country were sheltering some 700,000 people. Today only 90,000 refugees remain in two camps after the Tanzanian government's move to repatriate the refugees.
Among them are women and girls traumatised by their ordeals in their countries of origins. They continue to experience violence and abuse in the refugee camps. One World Action works with the Women's Legal Aid Centre (WLAC) in Tanzania to help refugee women claim their rights and access justice. To learn more about our work with WLAC, please click here. In December 2009, One World Action and Womankind Worldwide brought together over a hundred women from organisations in the UK and the global South to exchange information and insights on the Convention to Eliminate All Forms of Discrimination Against Women (CEDAW). The participants brought out key issues in the implementation of CEDAW in various countries, including the UK. They also shared many suggestions on how best to use the instrument to advance gender equality within various contexts.

Action Brief on Gender-Based Political Violence in Bolivia
Our latest Action Brief discusses the widespread problem of gender-based political violence in Bolivia, where elected and aspiring women politicians experience routine harassment, intimidation and assaults as they try to participate in local politics. Despite progressive laws and quota systems in place, Bolivian women continue to be underrepresented in all levels of political life. This Action Brief looks at gender-based political violence as a serious and fundamental barrier to women's political participation, and the strategies of women's movements and organisations to counter it.

With your help, we've done some amazing things in the last 20 years, supporting our partners in Africa, Asia and Latin America to overcome injustice and inequality and advocate for their rights. We celebrate some of these achievements in this newsletter while recognising there's still much work to be done - like combating the growing epidemic of violence against women in Bolivia and Honduras which is featured on page 4. We at One World Action increasingly feel we need to be active citizens in our own communities if we are to really support our overseas partners so we offer some ideas for you to do the same - because participating here really does have a direct impact.

One World Action is delighted to introduce ‘Women’s Political Participation in the Philippines – Conversations, reflections and recommendations.’
This comprehensive and inspiring report provides a history of the successes and challenges the women’s movements have faced in the Philippines. From the struggle to obtain the right to vote, to the resistance during the Marcos years, this report documents the rise of feminist movements through to the current debates around quotas and gender budgets.
One World Action has been working in the Philippines since 1989, and is currently working with the Institute for Popular Democracy and the Institute of Politics and Governance to promote participatory democracy and gender equality.
This report is a powerful contribution to One World Action’s groundbreaking campaign “More Women More Power”, which is calling for women to be equally represented in all parliaments and elected bodies. More Women More Power is also calling for more political will and action to tackle the barriers that women face in politics – violence, discrimination and a lack of resources.

Just Budgets Synthesis Report
In 2007, One World Action initiated research on how to track national and donor government commitments to gender equality within the new aid architecture defined by the Paris Declaration. Focusing on South Africa, Tanzania and Uganda, Just Budgets aims to provide practical guidance to donors, governments and civil society on increasing accountability and aid effectiveness through GRB.

Voices Influence Access Project - new case studies
The Voices Influence Access Project (VIA) has four new case studies on civil society influence on trade and economic negotiations in southern African countries.
The case study on Forum Mulher in Mozambique discusses how this women's network got involved in trade and economic issues. The Magoye case study (Zambia) illustrates how a small farmers' dairy cooperative engaged national talks on trade and Economic Protection Agreements (EPA). The Malawi Economic Justice Network tracks the successes of this civil society group in influencing government economic policy. The Ramatex case study (Namibia) discusses how a civil society think-tank can becoming a leading player in economic advocacy.
Just Budgets
Just Budgets is a unique initiative to analyse the allocation and spending of aid in three countries in Africa (Tanzania, Uganda and South Africa).
Just Budgets is the first study of its kind to apply gender responsive budgeting to track how aid is allocated and spent to meet the specific needs of women in recipient countries.
The Just Budgets Guidance Notes is a new tool that summarises the stages of national budgeting processes and the interventions civil society groups can make at each stage. A handy and concise guide for organisations working to influence budgeting processes.

Just Politics: Women Transforming Political Spaces
In November 2007, One World Action brought together 40 women and men for a unique dialogue on women's political participation. The participants drew from their experiences as women politicians, grassroots leaders, NGO and policy staff, and explored what difference women in power can make, and how women's involvement in various aspects of politics can be supported.
As part of our contribution to global celebrations of International Women's Day, One World Action has published the report on the dialogue. The report focuses on two main themes: One, ways to increase women's political participation and two, strategies for transforming political spaces.
