Talking about Governance

Synthesis of research in seven countries on European Community support to governance, democracy and human rights

The European Union has formulated a body of strong policies on development and on governance, democracy and human rights in recent years.

Talking about Governance, by Helen O'Connell, synthesises our findings from research in seven countries - Azerbaijan, Georgia, Guatemala, Morocco, Mozambique, Peru and Rwanda. We found examples of good practice in each country but these pockets of good practice do not yet comprise a systematic and comprehensive programme of action.

Despite its strong policy commitment and support, the Commission is rarely identified as a key player on this agenda.

Shortcomings in policy coherence, underdeveloped policy dialogue, poor partner country policy frameworks and low commitment to change are part of the explanation. Lack of understanding of how to mainstream governance, insufficient donor co-ordination and management and institutional constraints are other significant factors.

We found little evidence that respect for women’s rights and the promotion of gender equality were fully integrated in governance, democracy and human rights actions.

Much has been done by the European Commission in the last few years to put governance in particular, but also democracy and human rights, at the core of EU development co-operation. Of course, much remains to be done to guarantee that the Commission’s actions in this area contribute fully, coherently and effectively to good governance, poverty eradication and social and economic justice.

The report concludes with recommendations in the areas of policy, process and human resources.

We will continue to engage with the Commission and EU Member States to press for strong action.
