Closing the Gap

Analysis from Bangladesh, Nicaragua and South Africa on the gap between UK and EU policy and practice on gender equality

Closing the Gap addresses gender equality and women’s human rights in the UK and the European Community development cooperation programmes in South Africa, Nicaragua and Bangladesh. Six case studies are used to compare on-the-ground practice with stated policy commitments.

The British government and the EU contribute large amounts of funding towards development programmes in Africa, Asia and South and Central America. They also have strong policies on gender equality, yet in the countries to which they channel aid, women continue to be disproportionately represented among the socially, economically and politically excluded.

This report demonstrates that despite strong policy commitments to gender mainstreaming, practice fails to meet policy goals in these country contexts.

Transforming the Mainstream - on mainstreaming and inclusive approaches in EU development cooperation

Report of 2004 Seminar, Everywhere and Nowhere: a Seminar on Mainstreaming and Inclusive Approaches in EU Development Policies

The Report addresses some key questions:

  • Is mainstreaming failing to meet stated development co-operation policy objectives?
  • Have the subjects of development policies been 'mainstreamed away'?
  • What happens to issues that have not been identified for mainstreaming?
  • Does mainstreaming lead to invisibility?
  • Has gender mainstreaming become everyone's and no one's responsibility?
  • What is required for mainstreaming to be effective?

Transforming the mainstream

Everywhere and Nowhere

Assessing Gender Mainstreaming in European Community Development Cooperation. This briefing analyses the efforts of the European Union to mainstream gender in its development cooperation activities. It focuses on the European Commission, including its interactions with the European Parliament and Council of Ministers. It does not analyse the policy and practice of EU Member States. This briefing documents the experiences of civil society advocates in pushing for effective gender mainstreaming in the European development activities. This briefing calls attention to areas where policy and practice must be strengthened to meet the goals of gender equality. October 2002
