The Citizens' Participation in Local Governance (CPLG) is a unique regional initiative to increase people's participation in politics in Southeast Asia. Implemented in the Philippines, Indonesia, Thailand and Cambodia, CPLG is an attempt to seize the opportunities offered by decentralisation, challenge existing power relationships and in doing so, create new forms of local politics.
Among the initiatives featured in this report: a community in North Begkulu in Indonesia allocating more of its local budget for health care and education; a local official in Thailand speaking out against corruption in his area; civil society in Cambodia developing proposals for a new national policy; and an urban poor community in Manila, Philippines taking charge of the management of their water supply.
